In search of consensus

...a unique moment for Sri Lanka to capture the many opportunities for economic development... This overwhelming victory should serve as a wake-up call for our political establishment across all party lines to stop squabbling on parochial and personality-based issues and to unite and work together on matters of national importance. The electorate has clearly demonstrated that they desire stability and continuity... uniting a nation that is deeply divided on race, class, caste, religious and party lines remains one of the major obstacles to progress. One hopes that all political parties will have the maturity and statesmanship to put an end to the culture of manipulation and brinkmanship... in this article I will focus... on the issues connected with economic development and build on my previous article, published in March 2009...

It was as I was reflecting on this situation that I read of Milinda Moragoda’s latest initiative, calling for more women representatives. He wants 25% quotas at all levels of governance.... the basic point of the message was correct... it might just be the kind of revolutionary change in the political scene that is so sorely needed...

in politics
...Minister Moragoda stated that as a first step towards correcting this serious gender imbalance, he will advocate to the government that it brings in... legislative framework to allocate 25% of the seats at every level to women over a predetermined period of time.... he will advocate for the appointment of a special Ombudswoman to look into women’s issues and grievances... this initiative will be included in the policy framework of the party...

Accompanying them were V. Neelakandan, President of the All Ceylon Hindu Congress, Rajan Asriwathan, former Bank of Ceylon Chairman, Mrs. Kamala Kailasapillai also of the Congress and Mohammed Abdiker, Chief of Mission of the International Migration Organisation... women cadres who had children less than five years of age were released on humanitarian grounds...

To the credit of Minister Moragoda... the ongoing project to reintegrate ex-LTTE cadres into civilian life, had received the support of the international community, business leaders as well as Tamil society... By involving the All Ceylon Hindu Congress, Moragoda has given the much needed confidence to the Tamil speaking community, while ensuring transparency and accountability in the process...The Justice... Ministry is working closely with the IOM to carry out a $ 23 million programme to reintegrate ex-LTTE cadres into civilian life... The governments of Japan, UK and US have pledged their support to the Moragoda initiative which comprises education and vocational training. In addition to employment opportunities to the youth, IMO and USAID had developed a joint programme. This initiative involves a strong public/private partnership...
